Add directive which would allow UserDir to optional override WSGIScriptAlias. #224

At present, WSGIScriptAlias takes precedence over UserDir directive. This is 
because Alias directive as a comparison overrides it. To have UserDir still 
work when WSGIScriptAlias at root of site, means using the 
AddHandler/RewriteRule method.

One possibility is to provide a directive which optionally has UserDir take 
precedence over WSGIScriptAlias. To do this would require mod_wsgi translate 
name hook to be registered twice, once before mod_userdir and once after. Which 
of those two gets executed would be dependent on the new directive.
