Print Thai Language to the printer, is show '??????'

I have problem when print out Thai Language 
'ทดสอบภาษาไทย' to the printer, the paper show '????'. 
Did you have solution, or any technical to solve this problem?

This varies from printer to printer.  What model?  Usually the users pdf guide 
has a "code page" matrix table that allows different character sets.

I develop on..
- Windows XP SP3 (IBM483831E) 
- Printer - >IBM 4610 SureMark Printer,

I have print Thai character form NotePad, that is OK.
In this case, I don't know how to set the value in setEncoding or anything 
else.  

 PS. Sorry, where can I get the user PDF guide (Code page Matrix)

It supports most of the ESC/POS printer command language.  Do you plan to use 
ESC/POS?

I've never tried this before, but page 8 of this manual describes Thai code
