Cities, labels, provinces legend items have a legend option enabled but does nothing #10

Describe the bug Clicking on the more options ... next to any of Cities, labels, provinces will have one option enabled legend which doesn't seem to do anything.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://maps-cartes.dev.ec.gc.ca/cccs_viewer/climate-maps.html#/?t=annual&v=tmax&d=dcs&r=rcp85&cp=-43887.09999999963,1169267.35&z=3&ts=1
  2. Click on More Options ... next to any of the above legend entries
  3. See nothing happening

Expected behavior Should expand if there is a legend to display or just have that option disabled.

Environment

Probably makes the most sense to remove the ... menu for those layers

Edit: just saw the other issue, if we're enabling settings then we should not remove the menu lol

Similar, the icon stack is clickable and says "Expand Legend". Clicking does nothing
