Layer appearing multiple times in the reorder panel #16

Describe the bug Total precipitation layer is showing up multiple times in the Reorder Layers panel.

To Reproduce

  1. Open any of the climate simulation datasets.
  2. Open the legend.
  3. Click on the reorder layers button.
  4. Notice that the Total precipitation layer is appearing multiple times.

Expected behavior The layer should only appear once.

There is secretly 4 layers being connected to the one shown in the legend. There is no layer reordering on prod so easiest solution might be to disable reordering?

Agreed, let's not complicate things - this will be turned into a task to disable reordering entirely.
