Supplemental Data Sets - National Transportation System icons disappear #20

Describe the bug After loading the National Transportation System supplemental data system and moving around the map, sometimes the features are hidden

To Reproduce

  1. Open CCCS
  2. Load the National Transportation System supplemental data set
  3. Hide other layers and zoom in on Southern Ontario
  4. Move map back and forth Expected behavior I expect to see the features like airports etc remain on the map when I move it

Actual The features disappear? The major roads and highways remain, but airports disappear.

Reproduced this issue on edge. Airport symbols etc aren't loading at all on Firefox 127.0.2.

@james-rae @yileifeng any thoughts on this one? I assumed the airports were only drawing at the one scale level, but is there a problem with the service?

I can follow up after the party. Will need to look through that huge XML service definition to see what scales are what. But I've also got some 403 results from geomet today so we might be hurting it's capacity.
