Legends are empty by default #34

Use case: Storylines editors, in most cases, just want to drop in a feature layer, and do very little extra customization to their maps.

If they do this currently, the legend shows up empty. The user can create a structured legend and reference the layer they added, but this creates extra steps. The default configuration should be autopopulate, so the user's layer is apparent in the legend based on whatever they set up in the first step.

RAMP4 doesn't support this currently, so we should make this an editor-specific default.
