Scroll-guard is a bit glitchy #317

More often than not, when I am moving past a map with scrollguard enabled, one or two mousewheel zooms will slip through and give the map a weird and unwanted extent, and then the scrollguard takes effect. Is there any way we can make the scroll-guard more robust, so no accidental scrolling is going to change the map view?

This appears to just be an issue for Firefox... let's park it for now.
