Transitional Background images #401

The TCEI StoryMap project (https://storymaps.arcgis.com/stories/a4e825956b4a402ebe13dbceeba66321, reach out for credentials) demonstrates a nice animation between slides. Each slide has a full image background, and then does a fancy transition to the next slide and its background image.

This issue is to support full background images for slides or panels, and to adopt a slick transition animation when moving between two slides.

Consideration: Multiple slides using the same image should not have any transition effect.
