The TCEI StoryMap project (https://storymaps.arcgis.com/stories/a4e825956b4a402ebe13dbceeba66321, reach out for credentials) demonstrates this functionality.

What are options for supporting this type of "pinned" navigation?
How would it work in mobile?
Should it replace the left-hand ToC, or work alongside it?
Should this be a custom one-off, or something the Editor can provide?
