Changes

Set translation options for highcharts if the product is in FR.

Testing

Steps:

  1. Load FR product - https://ramp4-pcar4.github.io/story-ramp/FR-chart-context-menu/#/fr/00000000-0000-0000-0000-000000000000
  2. Navigate to any chart
  3. Check labels are FR translated
