When there is a Data Chart carousel, the carousel buttons are over the text

1. Open Beluga storyline on Mobile
2. Scroll to 'Releases to air reported within the range of the St. Lawrence Beluga from 2012 to 2021' map
3. Scroll a little to see text

Expected behavior

I expect the carousel links to be below the chart but above the text or to not be present on mobile

Actual behavior

The carousel links cover the text.
