Resolve all issues with Storylines plugin build (post-Vite)

Changes

• published new version 3.2.0 to NPM https://www.npmjs.com/package/ramp-storylines_demo-scenarios-pcar (marking everything >3.2.0 will be built with Vite)
• replaced Vue3-scrollama library with custom scrollama component wrapper
• modified Vite build options for plugin to properly export a esm file (.mjs) and change Vue to an external dependency
• bumped some dependencies (Vue, Vite, postcss, scrollama)

Testing

Only thing to test in this PR is ensure no scrollama + highcharts behavior is missing. Will post a future PR in the editor updating to the latest NPM Storylines version which will involve more extensive testing.
