Still doesn't seem to bitrate setting between sessions. #11

What steps will reproduce the problem?
1. set the bitrate for streaming settings under "settings"
2. quit the app
3. restart the app and go to the bitrate settings

What is the expected output? What do you see instead?
the bitrate to be the previous set bit rate, but it seems to be reset.
