Exe file won't work in IE9

What steps will reproduce the problem?
1. Double click google-refine.exe 

What is the expected output? What do you see instead?
Command window should come up and stay up. Instead, it briefly appears, then 
closes.

What version of Google Refine are you using?
2.0-r1836
What operating system and browser are you using?
Internet Explorer 9 running on Windows 7 Enterprise 64-bit

Is this problem specific to the type of browser you're using or it happens in 
all the browsers you tried?
Just IE 9 so far; It seems to work in Firefox 4.0.

Please provide any additional information below.
I can open the exe file from the command line and it opens and works. But it 
doesn't open when I double click the exe file.

This seems to be more of an issue with Windows 7 Enterprise 64-bit rather than 
with IE9. Can you reproduce the problem on another machine with Windows 7?
