Add multi-os support to Rancher OCI machine driver #17

Currently, the Rancher OCI machine driver only supports Oracle Linux. I've had multiple requests to support other operating systems.

Since RKE/RKE2 has support for multiple operating systems, the machine driver should allow the user to specify any valid platform image.
