Create a curl check in switch-engine.bats #4602

Problem Description

Additional verification steps need to be performed in switch-engines.bats to test experimental networking tunnel/default networking on windows.

Proposed Solution

Add steps in switch-engine.bats that curl the UI of a started container before and after switching engines. These steps can be executed with both networking settings.

This is blocked on #4682 so we need to look over the networking issues and prioritize.

This is unblocked now. Based on the timeline for the release, let's move this to 1.10 so @IsaSih can focus on the Verify column.
