Galera Cluster updated to 10.1.21 #97

I've updated the MariaDB version to 10.1.21

Has this worked? I had tried to update previously, but it wouldn't start in cluster mode. I didn't have time to dig into the why of it.

Also, any time a new base container is created, the files go into a new version... so these should be in 0.3.0 that way the source for the images already out there is still available.

@cloudnautique You're right. It's not synching :( Hopefully I can make it work and come back with a new PR with a new version.
