Upgrade GitLab multi runner to version 11.2.0 #817

Upgrades the runner image to 11.1.0 to support latest versions of GitLab.

Could you please match default gitlab-multi-runner install version to version: 11.2.0 on templates/gitlab-multi-runner/config.yml??

@haswalt some time passed since you opened this pull request. Would you please update this PR to the current gitlab-multi-runner version 12.4.1 and match the default install version to version: 12.4.1 on templates/gitlab-multi-runner/config.yml ? Otherwise I would create a new PR.
