Add ElkarBackup #819

This PR will add ElkarBackup Rancher template to the community catalog.

ElkarBackup is a free open-source backup solution, based in Rsnapshot / Rsync, with an easy-to-use web UI. More info: https://www.elkarbackup.org

The config points to a default version of v1.3.1 while the version you are adding is v1.3.1-rancher1
