Add s390x arch #98

fyi @rohitsakala the 1903 and 1909 build pipelines can be tossed, we no longer support those versions of windows and it's making your build fail.

@rohitsakala im getting your s390x docker image moved to a rancher repo and you can change your PR to use rancher/drone-images:docker-s390x

@rohitsakala as discussed in the meeting, drop the 1903 and 1909 jobs and this can be merged
