Describe the bug Error message should be descriptive if creating cluster with same name which already exists. API response error is not expected.

To Reproduce

Create AKS cluster from Rancher UI and wait for it to become Active
Create another AKS cluster with same name

In order to reliably validate this in the UI users would need to be able to view every cluster in the Rancher instance, which by default standard users are not going to be able to do
