Spike: Add support for enabling/disabling Helm Repositories #12485

Helm Repositories can now be enabled or disabled.

The enable/disable feature is possible through a field in the clusterrepo CRD.

We need to:

Update the repository table to include a column for if the repo is enabled or disabled
Add an action to the table/model so that a repository can be enabled or disabled (depending on its state)

We have an enable/disable action that can be applied to a row. This should also have a bulk option too. Resources should already show a status if enabled/disabled.

@kwwii to file a ticket to understand the enable/disable current UX presentation but whoever picks this up can report to UX.

Items to consider:

individual table actions
bulk table actions
UI/UX to set it on the edit view
Add col to reflect state of enabled/disabled OR does the State col provide that info?
What happens to the places in the UI where we've disabled the Helm chart

do charts get returned from disabled repos? should we refresh catalog chart cache when we enable/disable
should we disable app upgrades for apps from charts from disabled repos?
