No Scheme found when clicking on `Project : Default` in Legacy tab. #12622

Setup

Rancher version: Rancher dev
Rancher UI Extensions:
Browser type & version:

Describe the bug Attached is a video where when I click on Project: Default in the legacy section, it says No scheme found.

To Reproduce

Turn on Legacy feature
Go to Project -> Select Project: Default from the dropdown of namespaces.

Result

No scheme found.

Expected Result

I think that page shouldn't exist after removal of Project apps struct.

Notes

It's important to not have 1 project selected in order to get to the Legacy --> Project page "no projects" state
The bug is to due with a redirect from "no projects" to the defunct "/legacy/project/apps" page
That defunct page relies on a schema which is in the process of being removed (catalogs v1) and in those systems the ember error page for no schema is shown. With that feature still enabled in it's just the defunct apps page with no list
Solution is to redirect from no project to valid project page
