Cluster member cannot create namespace until project is available in the cluster #5306

On 2.6-head commit id: 4df2214

As an admin Add a standard user as cluster member of a cluster
login as std user.
Navigate to cluster explorer --> Project/Namespaces
There is no option to create namespace.

Expected: Since user can create a namespace in no project, there should be option present to create namespace without having to create a project.

This is a backend issue: https://github.com/rancher/rancher/issues/36799

@sowmyav27 This will need a fix from the backend team - I doubt this will be done for 2.6.4, so I will bump to 2.6.5.

Related backend now 2.6.5 so adjusting this ticket accordingly.

Backend now targeting for 2.7.0.

2.7.2 is the new target from backend.

Collapsing https://github.com/rancher/dashboard/issues/2024 into here for capturing more info about what to repro:

Steps:

Create a local user (name him user1)

Add a new cluster & add user1 as member

Go to cluster Explorer

Results: All the workload & service discovery section is missing. Also all the Create buttons are missing. If I go back to Cluster Manager and add a project & namespace, then I can see everything just fine.
