Filter box only shows namespaces and not projects

Setup

• Rancher version: 2.6.4-rc4
• Browser type & version: Chrome latest, Firefox latest

Describe the bug The filter textbox only filters namespaces and not projects

To Reproduce Cluster -> Namespaces/Projects -> Filter Box enter "default"

Result filter only shows namespaces and not projects Expected Result filters should show namespaces and projects

I guess the question is if the Filtering textbox supposed to filter Projects & Namespaces or just Namespaces.

This needs some thinking since some pages have different filter defaults: some have projects, others have namespaces. This means we need to come up with a global default.
