Reassess form validation #8085

Adopting of the current form validation mechanism appears to be limited to a couple folks so we should see if it's too complex.

Replacement library has been found by @torchiaf in another ticket; need to check on that.

@nwmac based on grooming feedback, we need to update this ticket to provide more guidance into what to work on here.
