Two full context loading indicators shown on nav to rke2 cluster create page #9201

Setup

Rancher version: 2.7.5

Describe the bug

On rke2 cluster create page a full context (not entire page, but central main right side block) loading indicator is shown... page content is displayed... then another full context loading indicator is shown. If

To Reproduce

Navigate to Cluster Management --> Clusters --> Create --> toggle to RKE2 --> any rke2 node driver

Result

Page content is behind a loading indicator, user unable to edit fields

Expected Result

Loading indicator for machine pool is restricted to that context, user is able to edit other non-machine pool forms

Some prep work done in https://github.com/rancher/dashboard/pull/9034, but there were some issues
