[POC] - add ability to run batch tests in same cluster #150

we should evaluate possibilities to run batch tests within the same cluster when applicable this also could be work in conjunction or after - https://github.com/rancher/distros-test-framework/issues/87

questions:

which tests would be fine running in sequence in the same cluster?
which options we want ? a) have a variable on jenkins to insert IPs b) pass kubeconfig into next job? c) do it through docker as we have local , but doing something similiar on jenkins file?
