This PR adds two GitHub Actions Workflows and removes a command.
Workflows:
Transfer artifacts: downloads artifacts from rancher/rancher and uploads them to the prime-artifacts bucket
Generate digests: generates and uploads images digests files
Removes the upload rancher artifacts command due to security concerns, mainly due to the way that it requires credentials to be stored. This isn't a problem locally, but it can be in GitHub Actions.
