Update chart `rancher-version` annotation for Rancher v2.8.0 #136

Currently the ./pkg/elemental/package.json does not contain the annotation catalog.cattle.io/rancher-version, which causes the chart to use the default value for this annotation: >= 2.7.0-0 < 2.8.0-0 (see here)

This annotation should be added to allow the Elemental UI to be installed on Rancher v2.8.0 or perhaps simply greater than v2.7.2.
