Bundle content storage in OCI #2561

This is a rebased version of https://github.com/rancher/fleet/pull/2375 to implement https://github.com/rancher/fleet/issues/2114.

rename OCIRegistry.URL to OCIRegistry.Reference to match up with https://oras.land/docs/concepts/reference/
use setResourceKey, to set the resource list from BundleDeployments
add extra status field for OCI reference for information
use special joinPath instead of filepath.Join, to avoid OS dependent separators
