Cleanup of existing policies

Goals

• Ensure each policy repository has a questions-ui.yml file. These files can be obtained from this location
• Ensure the README.md of each policy has meaningful contents:
  • Description
  • Settings
  • Examples (if possible)
  • No license section: this just clutters the UI, plus the license is already made available via a dedicated Artifact Hub field
• Ensure the contents of the questions-ui.yml file are added to the artifacthub-pkg.yml file as a string value under the annotations."kubewarden/questions-ui" key.
• Ensure the rules section of metadata.yml file are added to the artifacthub-pkg.yml file as a string value under the annotations."kubewarden/rules" key.

Note well: don't forget to update the release.yml file to remove all the references to the WORKFLOW_PAT. This doesn't exist anymore and it will cause the release job to fail
