[Enhancement] Restructure Policy creation configuration step

Following the ongoing UX discussions, the policy creation step that includes the configuration of the policy should be streamlined.

• A short description of the policy should be added under the policy title
• The "Readme" step should be removed
• A "Show More" button should appear under the description
  • This show more will open a slide out panel displaying the readme
