Release Prometheus Federator v0.1.0 and limit to Rancher 2.6.5+ #6

This PR bumps the version of the Prometheus Federator chart to 0.1.0, which marks the initial GA release of Prometheus Federator.

The GA release has only been tested / will only be supported in a Rancher 2.6.5+ environment, but we welcome contributions to better mark our support for other environments in future releases!

This will be blocked from merging + cutting an RC until QA gives the final all-clear.
