Create terraform modules for harvester infra #1454

The harvester_host and harvester_rke2 modules are in a mostly test-able state. Still need to get the main harvester module into a test-able state and need a jumpbox/tunnel solution setup for us before I can actually test the modules are working as intended.

MVP of Harvester modules for both RKE2 and K3s have been created. PR is awaiting review https://github.com/rancher/dartboard/pull/13
