Add Pre-Test checks to the distros-test-framework #864

As a user, I want to be able to add some listed pre-checks before the test execution starts. This is primarily because we want the tests to fail fast and fail often so that execution and debugging time can be reduced.

Few suggestion:

Check for existence of specified version artifacts
Check for commit validity
Check for product compatibility (if test can be run against the product)
Check for supported OS versions etc
