Support of Outscale as provider #207

Hello Rancher team,

At Outscale, we have added the support of quickstart in our cloud.

This is one step in order to make Outscale built-in in your solution. (cf Rancher/rancher#37886)

Could you rebase this PR to resolve the conflicts and update Rancher and the Kubernetes version to Rancher 2.6.5 (see https://github.com/rancher/quickstart/commit/a99f422adc19bebae1ceaf8c4502e95e2a5f939a)?

Also, I could not find a way to sign up for your service to test the module. Could you provide me with credentials or API keys? I guess easiest option to connect and set this up would be a DM on Twitter: https://twitter.com/BastianHofmann.

Hi @bashofmann,

Thank you for your suggestions, I pushed the rebased version and the rancher upgrade.

For the credentials, I have just created an internal ticket to provide you a credentials for the use case. I will keep you updated.

Fix formating problem
