Update rancher2 provider to version 1.8.3 to use latest provider version.

Hey @nikkelma, we've released rke provider v1.0.0. May be, you could update it also.

Saw this just a bit ago - created #73 to address this in a separate set of changes and testing, as it has a higher chance of having breaking changes.

Tested in AWS, deployed successfully.
