[Rancher2] Enhance Cluster Autoscaling Documentation for RKE2 #85

Request Summary: Enhance the Cluster Autoscaler documentation with a process to implement autoscaling on an RKE2 cluster.

Details: Currently, the Cluster Autoscaler documentation only specifies an RKE 1.18.x custom cluster. It would be great to know:

  1. If the current documented process could be used for an RKE2 cluster
  2. If it cannot be used, for the documentation to clarify why
  3. If the cluster autoscaler has been validated against more than just an RKE 1.18.x cluster (what about an RKE 1.20.x cluster, for example?)
