After running rke cert generate-csr, I do not see either kube-ca.pem, or kube-apiserver-requestheader-ca.pem, (assuming the latter is a symlink); however, per the doc this file should be in the ./cluster_certs directory.
rke cert generate-csr
kube-ca.pem
kube-apiserver-requestheader-ca.pem
./cluster_certs
