[OIDC] Update our Rancher Keycloak instance #195

Rancher's Keycloak instance is currently running on version: 3.3.0 Rancher's Keycloak instance should be updated to version: 13.0.0

After talking with Josh Wolf, it would appear that our customers are generally running v10.0.0 up to the latest 14.0.0 release so it would make sense to pick a version in the window of what our customers are utilizing to ensure API changes do not affect our integration.

We should keep our current instance and create a new one in my opinion.

Issue found when trying to use the new keycloak version: https://github.com/rancher/dashboard/issues/3406

And we're still missing the certificates for testing the Enable Auth certificates fields from the Dashboard UI and functionality sanity check with certificates. Issues listed here.
