Istio: istioctl binary in shell #88

Allow for annotation or configmap to be added to the istio deployment so an istioctl binary could be included in the UI shell and it would open with the correct istioctl binary version

Somehow connecting this with the configmap operator CR would bring most value, otherwise if you are using an overlay everything done with this binary would be wrong and could cause breakages.
