[Backport] [release/v3] Github Action Migration #1358

This PR backports https://github.com/rancher/terraform-provider-rancher2/pull/1351 and https://github.com/rancher/terraform-provider-rancher2/pull/1359 to the release/v3 branch

Converted to Draft for now as we may need a follow-up to https://github.com/rancher/terraform-provider-rancher2/pull/1351 to re-add CI on PRs.
