[PROPOSAL] Day 2 Operations - General Backup & Restore #375

Rancher currently supports backups and restore via the "backup & restore operator". This works by backing up the k8s resources.

NOTE: this is different to backing up and restoring an ETCD snapshot (covered by #371).

We need to investigate and provide guidance on the resource backup use case in the context of CAPI and Rancher Turtles. Some of the things to look at:

Will the Rancher Backup & Restore Operator work for CAPI & Rancher Turtles
Will something like Valero work well
