[RFE] Enable IPv6 Support for rgcrprod.azurecr.us and the rest of the Carbide suite #6

Describe the feature request US Federal agencies are required to be ready or be on pure IPv6 in a few years. Customers are already starting to ask for IPv6 infrastructure for Rancher assets, we should follow suite with Carbide assets
