[RFE] Provision STIG hardened clusters without manual changes #7

Request description: Support fully hardened downstream cluster provisioning natively in Rancher.

Business impact (if applicable):

Customers will be able to provision downstream clusters that are STIG hardened and compliant by default without manual intervention. Saving time and money in the deployment process.

Actual behavior (if applicable):

Currently downstream clusters require manual intervention to become STIG compliant, such as changing file permissions after RKE/RKE2 is installed.

Expected behavior:

Customers will be able to provision downstream clusters that are STIG hardened and compliant by default without manual intervention.
