@dnoland1 We need to add secrets to Github for env vars:

METAL_AUTH_TOKEN TF_VAR_project_name

Can you add them? https://docs.github.com/en/actions/security-guides/using-secrets-in-github-actions#creating-secrets-for-a-repository

I have modified the ghactions-ci.yml with couple of changes, hope it works this time.

After optimizing and modifying the ghactions-ci.yml, I see terraform commands running correctly. Please review and let me know if any further changes are required.
