log output enhancement #100

at the moment each and every book is written to the logfile if the book matched 
the conditions even if no value has changed.

The user should decide if these books are listed in the logfile. A new key in 
dataman.ini could control that:

LogBookOnlyWhenValuesChanged = True

the key will be located in user.ini of course, not dataman.ini
