The default page view for the frontend is incredibly busy with a lot of upfront data that require to scroll down so you are able to navigate to the subpages. This is especially annoying since most pages that have a lot of subpages don't end up having content.
I propose that we have the subpages anchored to the top of the page. And I'm thinking it could be on either of these conditions
If the content of the page is empty
If there is a value that specifically states that the subpages are anchored to the top
As a default behaviour (I'm not sure how preferred this would be, which is why I suggest the other 2)
