Contributing #404

I would like to explore adding some tests and CI to this project so I could more confidently mess around with the codebase, but I don't want to start throwing PRs at any maintainers without asking them about it first.

I see no CONTRIBUTING file or any way to get in touch. Is this project open to contribution? If so, where can I go to ask for input?
